Have you filed an amended return to initiate the deductions? If you have the proof for the deductions, don’t wait any longer, file an amended return form with the state of your residence.File the amended and claim your deductions. If you don’t, you will be paying back untill they take what they calculated as the tax due to you not taking the allowable deductions. Contact your local state tax office and let them be aware of your situation. Usually they are willing to help you resolve the situation.

File amended returns for the years in question. If you have an outstanding tax debt there’s no way to stop the offsets until the debt is cleared, either by paying it off or proving that you don’t owe it.
