Is Obama trying to make more people dependant on the government by ending tax deductions for charity gifts?

Churches, homeless shelters, animal shelters, inner city reading programs, hospitals like St. Jude children’s; all depend on charitable contributions that may dramatically decrease if the tax break is gone. It appears Government control and dependence is the goal.

That will be a result, so why is Obama doing this in his budget?

Do you have link to a reputable news article that discusses this?

The only thing I’ve seen is that Obama is suggesting that the tax break on schedule A items be capped at 28%, not matter how high the tax bracket one is in. I have not seen anything suggesting that people who make more than $250,000 not be able to itemize.
